This prayer is said every day in a whisper. When Jews proclaim out loud the Shema, "Hear O Israel, the Lord is G-d, the Lord is One" we follow it with this sentence, quietly. It is said that Yaakov (Jacob) first said this. There is a beautiful, in-depth discussion of this phrase that I found on the web, and if you are curious, please take a look.
This prayer is also said loudly during the holy day of Yom Kippur, and it is repeated three times at the day's conclusion. Incredibly, the congregation always finds renewed energy after 25 hours of fasting, to loudly proclaim Baruch Shem K'vod Malchuto Leolam Vaed!
I've also made this print available with a corresponding prayer which is said after the first paragraph of the Shema, during the early morning prayers. It expresses the eternal nature of G-d and the refusal of the Jewish people to abandon their faith.
